Prostitution is "tolerated" within the specified zones, like the Zona Norte. Once you get outside those zones, it's technically illegal, although frequently the police look the other way. On Revolucion at least, that may be changing.

When I first started coming to TJ twelve years ago, there were many more clubs on Revolucion that had prostitutes, and many dancers went nude. Periodic crackdowns have reduced the number of clubs and what the dancers can legally do. On RedSnake and JR's board, some old veterans said that things have been getting tighter ever since the conservative party got elected to run BC.

The LA Times recently had an article about an effort in TJ to turn Revolucion into a kind of upscale tourist mecca, like San Diego's gaslamp district. I believe part of Revolucion would be a pedestrian mall, they would renovate some of the older buildings along Revolucion (which should be labelled "historic buildings" except that Mexico's laws on preserving such structures is very limited), and the local government would try to lure some upscale businesses there.

That may or may not ever happen. I'm still waiting for the great public works project at Revolucion and Articulo 123 to be completed. The Egyptians built the Aswan Dam in less time. But you never know. If they do eventually upscale the area, I'm sure one of the first things they'll do is crackdown even further on prostitution on Revolucion. The best advice when you're courting a chica on Revolucion--as opposed to the ZN--is always to be very alert for police presence and never assume anything.
