Wireless Roaming in TJ

I have recently started carrying my AT&T wireless with me, when I come out to TJ. I notice that it says I am in a Roam Zone. I imagine I can get service activiated for a fee. Anybody done this ? What's it cost ? Do they call your US number ? How do you call TJ numbers ? etc. etc.
I'll check it out with AT&T and post a report, but if anybody has tips let me know.
