Now and then you will see a few strollers out in midday providing alternatives to eating during lunch hour, or something to do after if you've been evacuated from your factory due to the formation of an indoor toxic cloud. This minimal street action isn't anything that's particularly tolerated, consistent or desirable. It is true that communities near to Commerce such as Bell Gardens, are currently well populated with full service massage parlors. This is not intended as an authoritative answer to your question - just my personal observations from driving through this area. So if somebody knows something I don't, I'd be curious myself.
