Trolley Question

I want to fly into San Diego and bypass having to rent a car to get from the airport to the border.
I want to fly in, take the trolley to the border, have my fun, take the trolley back to the airport, then fly home. Is this possible? Does a trolley run to the airport or close by? How long is the trip?
