State investigators said they suspect that the family is attempting to negotiate with the kidnappers on their own. The family never filed a formal complaint with state officials, typically the first step in coordinating such efforts. Investigators continue to work the case, but are limited in what they can do without the family's input, said Raúl Gutiérrez, spokesman for the Tijuana branch of the Baja California Attorney General's Office. The identities of kidnapping victims are typically withheld until a resolution is reached. On Thursday morning, eight armed men forced the victims from their Ford Explorer at the intersection of Avenida Las Americas and Boulevard Agua Caliente. |
