RF, Is that really what it says? That's about as good of an explanation as I've ever seen for the way things are down there... Also, MX law is predicated on the Napoleonic Code, in which a primary distinction in contrast to US law is that one is considered guilty until one proves oneself innocent. The burden of proof is upon the accused rather than upon the state. KRICO
