I do not know whether the mexican "government" requires english to be taught in schools. What i do know is that all of my mexican friends and family learned or at least studied english in school in mexico. So, if there is such a notion that english is not taught in mexican schools, such a notion would be a bunch of bull propogated by someone that does not know what he is talking about. Whether it is required by govt is another subject though, and i cannot comment on that because i do not know.
