That big concrete culvert, the Tijuana River can actually overflow and flood parts of the city, as it did last winter ( or maybe it was the winter before...). Actually, TJ after a good rain is much fresher in appearance...at night, when the streets are wet and reflective...it's almost picturesque... KRICO |
