Are you talking about the lot next to the pedestrian bridge, where there are a ton of yellow cabs? If so, the easiest way to be sure to get dropped off there is to take a yellow cab - this is their lot. Some of the other cabs will also drop off here, some will not. Traffic was amazingly light yesterday, not sure why. I know they had more lanes open than usual (20) and the officer just waved me through as soon as I said "U.S.". This would not explain light foot traffic, though.
