The US has a long history of setting Mexico's policy along the border - esp. in Tijuana. Our money and power talks. Even now, (though not completely) the tourist dollar has driven the sex industry to the most dangerous part of town and away from Avenida Rev. This makes things more risky for women AND men (mugging, etc.) One of the main sections of my analysis is exactly on this question - that is how has the US intervened/influenced city and border policies in the past, and at what cost or benefit. Good comment. As to the 800+ child prostitutes, I read this in the Tijuana newspaper. I haven't studied their statistics - I appreciate your's and other's comments on this though. I'll have to look into it further. They claimed this was an underestimate. Maybe they meant all of Tijuana including las colonias in the hillsides? DCF has a pretty good reputation, better than most sections of the govt. in Mexico. Thanks for the input.
