The 800 number sounds awfully fishy. I don't know what DCF stands for but is she saying an american federal agency was allowed to go to the zona and take a census? Not too long ago there were some rather heated discussion in this board on the prevalence of HIV incidences and the rumor of a hidden agenda to greatly exaggerate the numbers in order to scare people straight. Wonder if there could be some parallel here?
