Actually, the Mexicans I personally know (and I know a lot of them!) say "te quiero" to their family members (mothers, brothers, nieces, nephews, etc.) all the time.

I don't think the practical intent is to say "I want you!" when talking to their mothers or sisters!

"Me gustas", on the other hand, means that they like you in a sexual way (as in, "me gustas mucho, papacito!") To explicitly say that you want someone in a sexual way, you could also say "te deseo", which is "I desire you".
