The zona specializes in fleecing gringoes. Prices there and in many parts of Tijuana are outrageous by Mexican standards. Those prices don't really reflect much of their internal economy, rather what the market (us) will bear. My guess is that the pahocha market may "soften" considerably allowing more latitude in bargaining, however the overall trend will be to try to hold the line on the prices.
