High Calling Card Rates in San Ysidero

I'm looking at my phone bill right now and am rather shocked and amused to see that 3 one-minute long phone calls made from the payphones along San Ysidero Blvd. in San Ysidero are costing me about 24 bucks - or 8 bucks a minute...I frequently will check my voice mail on the PacBell system while visiting la frontera, but will usually make the calls from public phones in the vicinity of "end-of-the-line" trolley stop in San Ysidero...I knew they weren't PacBell payphones ( although they try to imitate the blue and orange logo...)but I had no idea they were charging about 8 bucks minute...What a rip!...some outfit called ZPDI (Zero Plus Dialing Inc...billed on behalf of TCS...

I saw no indication on the phone instructions what the rate would be...

I think the solution to this may be to use only pe-paid calling cards on the Mexican side...but I'll sure never use those payphones in San Ysidero again...
My calls are billed as having originated in Chula Vista...even though they were made in San Ysidero about a hundred yards from Fort Nixon (the crossing moat)...
