For the U.S. stop over the passengers never leave the international terminal or pass though U.S. immigration or customs. The only way out of the arrival area of the international terminals is to pass though the INS/Customs check point, so the terminal is treated like the area where the between where border line is painted on the ground and the actual check point when crossing back from TJ. They should only check her for the documentation for the country where her flight terminates. Dimone
