Don't know about them in Tijuana, but I know in Veracruz besides the street girls and girl they have in clubs you can go to some houses of women. I went to one to check it out. You walk into a living room of a nice house and there are about ten girls. You pick out a girl and it costs you about $60. Then you take her to your hotel room or to a local hotel for about an hour. The place I went to openned at around 8 PM and closes at 4 AM.
