I asked at least 15 different people - club managers, door men, chicas, and cops, as well as one Mexican law student I know. I got a different answer from each one. NOBODY agrees on why or for how long. The only consistency was that about half of them said it was not a new law, just one that is occassionally enforced for political reasons. Only one person expected it to last for more than a month, and he said it could stick around until the elections this summer.
