Sinaloa represents the nearest large population concentration to the US border, in Mexico.

Just south of the US border is the Sonoran desert, which is thinly populated. South of THAT is Sinaloa, which is densely populated. East of Sinaloa is the Sierra Madre, through which few, if any, roads cross. So, if you are poor in Sinalo, you can go south in central Mexico, where there are no jobs, or you can go north to the border.
