If she has a bank account, visit Electra on third in TJ (another office on 5th or 6th) and wire the money to her account. This is about the surest method.
Money we all know is better but being Mexico it may not be a good idea unless you know how to use the Western Union system in Mexico. You will need to call her and give her a verification number and she will have to have a valid credential. It is not very bad. As for sending cloths, call Fed Ex (1-800-Go Fed Ex) or UPS and see if they have a local office in the city. I just returned from a two-week trip to Mexico and have noticed that there are now a lot of both of them in Major Cities. Before sending anything you will need to talk to her and see if she has the papers, she will need to be able to recover the items. Another option is to see if the job she is working at receives any kind of shipments and how they get them. You may be able to use the same system they use and be relatively sure she will get the items. One major problem is that things do not make it to their destination. It is very hard to get things down into Mexico in one piece. If she live in any of the colonies in Mexico, she will more than likely not have regular trustworthy mail service of any sort.
