Any person not a national of Mexico is required to have a FM5 and a valid passport to work in Mexico. I do not know the guidelines for getting into the sex-working field as "health permits" are required for this unless they are on the streets working. I do not know if that would be allowed. Nevertheless, I am sure with the right money it could be arranged. As far as Asians working in TJ not just the bars, there are numerous Asian businesses that employ Asians through Mexico. Playas has a number of establishments as well as downtown TJ and La Mesa. In 20 years I have seen maybe 5 women that were Asian (Chinese, Korean, or Japanese descent). One girl worked for about 3 years and I have not seen her or any other that are full Asian descent since.
