Don't know the details of the new extradition policy, but the problem in the past was the death penalty in the U.S. No death penalty in Mexico and they refused to extradite suspects who were facing U.S. capital punishment. Anyhow, the AF brothers probably won't have to be extradited at all if they are ever caught - they are thought to be living in Southern California.
