If prostitution is illegal everywhere in TJ, even the zona norte, then how can it be regulated? That is, how can you require someone to have a monthly exam and health card to ply a trade that is illegal? How would you identify someone who needs the card? How can a bar require an employee to maintain a valid health card in order to stay employed there, when the only people who need the card are the ones who have sex with paying customers, which is an illegal activity? Would you voluntarily go and register your name with the government to get a license to do something illegal?

An analogy would be if drug dealing is illegal in some municipality (like...all of them) but a local ordinance says all dealers must come into a center monthly to register for a license requiring them to drug test to make sure they are not under the influence of the drugs they sell, because if they were that would be illegal. If they don't come and register, they are breaking the law. Oh, but if they do come and register they have just incriminated themselves as breaking the law.

Are there any other examples where a law says doing something is blatantly illegal, but when you do it, please come and tell us so we know who you are and can stay on top of your continuing illegal acts while we totally ignore it since it is blatantly illegal?

No, having child molesters register with local law enforcement doesn't count, since the goal is a preventive one, not to regulate the child molesters while they continue to molest kids without any attention being paid to it. (No, I'm not drawing an analogy between molestation and prostitution; victimless crime vs. predatory and all that. It is just that the question I raise of having "offenders" register with police obviously brings up the child molester model. Only one I can think of though.)
