Thats an important issue. All crimes against Americans should be reported to the american consulate in tijuana.Dont worry if it's in an obviously prostitution area. The Tijuana cops don't give a damn, but when the U.S. consulate calls them, things start to happen.If they issue a traveler warning for a certain area then travel drops way off and business leaders in that city put the pressure on.
