Curious sed, "In Mexico, it is a form you fill out and sign. They stamp it upon acceptance, and you keep a copy to turn in when you leave Mexico." OK, so to avoid having to pay for a new VISA over and over again if you plan to go into Mexico and back a few times...just don't turn the VISA in when you leave...would that work?
