Avis also allows their cars into Mexico IF you buy the insurance they sell. It is $16 a day and is discounted for multiple days. The insurance includes road assistance with a phone number to call in TJ if you need a tow. It is MUCH cheaper to rent in San Diego than in Mexico. However, there is one caution. Do not permit a Mexican national to drive the rental car from the US. It is against Mexican law and the car can be seized. Avis will then expect you to pay for it.
