I took an Avis rental car into Mexico, just a couple of weeks ago. Not all Avis locations in SoCal will allow you to do that, but one that will is the one at SD Airport. They'll sell you the Mexican insurance policy on the spot on a day-by-day basis. I paid $21 per day. No hassles at the border, either going or returning. I was amazed at how easy it was.
