Just doesn't cut it, IMHO. Per their contract, if anything happens to the car he is 100% responsible for the replacement cost of the car. So, say it get's broken into, stolen, or he just gets in a wreck.... Real life story - happened to a friend of mine: Drives the rental car to Mexico, parks it in a lot where it "should" be secure. About 48 hours later returns to find NO CAR. Walks back across the border and reports it stolen as if it was stolen in the U.S. Three days later the rental company gets a call from the Mexican police - they have recovered what is left of the car. A week after that the rental agency gets proof of who drove the car into Mexico - pictures of the car/driver crossing into Mexico - with the driver clearly identifiable. Eventually they agreed on a payment schedule, for close to the retail list price of a new car.
