I dimly recall that a chica told me that she could purchase condoms 10 to the dollar when she got her monthly health check. It's hard to tell from your post if you are dealing directly with the government agency that provides the monthly health checks, and that issues the health cards. Some of the chicas complain about the cost of the card (and they quote me various prices for the card, too).
