Assuming you're dialing from the U.S., you have to dial 011-52-6-XXX-XXXX. (011 = International call; 52 = Mexico; 6 = Tijuana/Ensenada ... FYI, the prefix for Mexico City is "5" and Guadalajara "3"). Of course, if you're dialing from Tijuana, it should just be XXX-XXXX.
