This also relates to the "areas of tolerance". Every where the girls work there are bars, bars that work on the "fetcha theory". This area has been set up as an area of tolerance. I imagine if enough of the owners were to complain the girls would be either limited to specific hours or gone. I have noticed in the mornings when I am heading for work between 5:30 - 6:30 that the cops have been harassing the street girls in the alley. I have also noticed an increase in the number of padrotes on the streets in the morning being stopped by the cops. There use to be a rather large number of girls working 123 at this time of the morning. Lately the numbers seem to be fewer
