It's all up to the local cable/Direct TV/satelite provider but the venue has to prove their not making a profit off of the airing of the event...which is hard with the increase of their clientele on that night. Some bars just try to get away with it but if caught...they have to pay a high fine (which usually equals at least the per-person fee to the bar's occupancy!).
