The Book at Pueblo Amigo was origially built to attract big US sports betting dollars with a convenient location and an "upscale" motif. This was sometime around '85 or so. Haven't been to PA for years, but surely it has deteriorated somewhat but still the best in TJ along with the one at the Jai Alai Palace as Krico mentions below.

Speaking only for horse racing, the current tax on winning wagers is 2%, up from the original 1%.
I have always been told that 10G is the magic number that must be declared at the border....
