A quick update on the nudity policy for girls at the 3 major FKK clubs in the Frankfurt area: Atlantis, Oase, and World.

Atlantis: The policy is that the girls have to be completely naked, and 100% of the girls indeed are (except on Wednesday which is lingerie day). Some girls wrap themselves in towels, mostly temporarily, when they leave the main lounge.

Oase: The policy has changed. The girls are now allowed to use a scarf/skirt or wrap a bottom towel. This is true everyday, not only on lingerie day which is Thursday. As a result, about one third of the girls are never naked, and another third are naked on and off. When asked about the policy, the staff try hard to be evasive about it, but when you persist they will admit it (hard to deny given the evidence ). One girl told me that the reason for the new policy is that some girls don't like to show their ass.

World: The policy is that the girls are allowed to use a scarf/skirt. As a result, the majority of the girls are not naked. A bit ironic, given that the men's locker room at World is co-ed, including the open showers. BTW, no lingerie day here.

So, I guess it's only Atlantis for now that has the all nude girls. The men of course are allowed to wrap a towel in these clubs, and almost all do.

The girls were pretty much naked at both clubs, maybe one or two at each club wearing a sash. But 99% only wore high heels.

Since you really seem to be into this legalistic definition question I will add as many clubs as I can think of.

Underwear or Bathing suit, and a scarf for the waist to sit on is required now. Almost all the girls have top and bottom on at most times. Some walk around topless on some days, or when they get back from the room.

Most girls are going topless in underwear bottoms or bathing suit bottoms. Some girls have tops on too, but I would say it is 80/20 for topless.

Tropicana, Cocoon, Babylon, Wiago, Bernd's Sauna Schieferhof, All the Red Carpet Clubs, Sylt Nurnberg.

I have rarely if ever seen girls at any of these clubs where any piece of clothing. Many of them have the girls with the scarves to sit on, probably is more hygenic.

I agree that it is more hygenic for nude girls to have a towel or something to sit on, but not necessarily wear. Same rule applies in naturist venues.
