As of December 2011, taxi service from SDQ to the Gazcue district of Santo Domingo (the hobbyist preferred location to stay) is running approximately $40 USD or 1500 Dominican Peses (DOP).
The information desk in the welcoming area of SDQ is fairly insignificant. I asked there and was told there was no bus service to Santo Domingo. I verified this in the city as well.
It's possible to get to Santo Domingo for less, but it's time consuming and a huge hassle. I have not done this, I've only read about it after some extensive Google research. Supposedly there's a bus in some corner of the airport that runs from there to Boca Chica. From Boca Chica you can catch an express bus to the Colonial Zone of Santo Domingo. From the Colonial Zone you can take a taxi to your hotel, and that part should only run anywhere from 150 DOP to 250 DOP. I'm not sure if this busses are doable if you have any large luggage, but I suppose you could offer to pay for more than one seat. I don't know anyone that's done this, I've only read about it.
