My recommendation for where to stay for the best value is the Caribbean Palm Village Resort in the Noord District. The resort has two parking lots with an overflow lot across the street from the main lot. I was able to get a rate for approximately $80 per night which was the least expensive place I could find. I often stay in hostels, but I couldn't find information on any hostels in Aruba.
My room was very spacious with two full sized beds, a flat screen tv, a decent sized bathroom, and an electronic safe. Unfortunately, there was no fridge or cooking area. Washing and drying machines are available for use with $2 tokens. Soap is $1.
They have two large pools, although one was in service during my stay. They organize activites in and around the pool such as bingo and pool volleyball.
Free Wi-fi is available near the reception and the pools. I seemed to receive a strong signal in my room, but the service was spotty at best. I really needed to go outside for it to be usable.
A large restaurant called Scapeche offers some tasty food. They also have their own wi-fi if you have trouble with the resort wi-fi.
They also have an activity center, gym, spa, and gift shop, but I didn't visit any of these.
The resort is secure with guards and locked gates at night that must be opened with your room key card.
The location is at the intersection of two main roads just a short drive east of the Palm Beach area where many of the high rise hotels are located along with a few malls and numerous restaurants and stops.
You can't go wrong with the Caribbean Palm Village Resort.
