Motoconchos are basically small motocycles. They are the least expensive, but most physically dangerous way to get around. I rode them most of my trip and only had one scary experience, but that one was intense. I got a ride from a psycho driver that was playing tag with another driver and took us about 60-70mph down a business road.
In the small town of Sosua they seem to be the main means of transport. Some may quote you 50 pesos ($1.38) to get anywhere in town, but you should be able to bargain down to 20 or 30, less than $1.
They also have them in Puerto Plata, but they are not as abundant. If you stay in Costambar as I did, you can have one called for you as they hang out by the entrance gate.
I saw very few motorcycles in Santiago, so I don't know if this means of transportation is available there. They seem to be more common in smaller towns.
