Well, I finally found reason to be in Santiago earlier than when the clubs open.
Restaurant Maroma rocks. I took a date there last week. We had Cazuela de Mariscos, a shrimp/crab appetizer, a chillo main dish, black bean soup and a filet. Everything was excellent (how do they make black beans differently than the rest of the country?).
The place looks like it was dropped by helicopter right out of south beach. The service was wonderful, without them being up your ass the whole meal (this sometimes happens at some places in the DR. They confuse unwanted/unnneeded attention with good service). The meal took less than the standard Dominican forever, and they called a cab for us after dinner.
Our meal, with one glass of wine, ran to RD$2,400 (US$55.00) including all taxes and tip. A little high by DR standards, but a bargain at US prices.
According to the map on the business card, they are walking distance from the Gran Almirante, but local cab rides are only 80 pesos (less than $2), so just take a cab.
