It'll be interesting to see whether you can by a policy that carries over from trip to trip, or whether they'll screw you and make you buy a new policy every time you arrive. I'm betting on the latter.

I bet Castro's hoping to see an increase in medical tourism - what a joke!
When I rented a RV and drove around the entire island, I brought my own first aid kid with me. Why? I'd been to the hospital, and to the little neighborhood medical offices and seen first hand that the locals don't even know what band-aids are. They've never even seen antibiotics in cream or tablet form.
And Castro wants to sell tickets to his medical comedy show...

The medical insurance for visitors program was supposed to be effective in May 2010. Jonesie seems to be the only hombre with a trip report after that date. Jonesie(or any one who knows), is the program in place and if so do you have any details about how it works - like when, where and how much do you have to pay?
