Over the years, there have been numerous discussions on this board concerning which taxi service in Tijuana is better.
For those economically-conscious mongers trying to save money on overpriced taxi fees, if you park on the US side and walk across the US/Mexico border, might I strongly suggest getting a bus from the border, which will take you to Avenida Constitution and Ave. Revolucion in Zona Centro. It's only a couple of blocks walking to the Zona Norte.
Nowadays, it seems getting to the Zona Norte is being made so much easier and cheaper, thanks to those many mini-busses parked right at the border when you enter through the turnstiles.
When returning to the border, you can usually catch a bus anywhere on the corner of Ave. Constitution and Benito Juarez, on the northeast side, right outside the 7-Eleven store, or usually anywhere on one of the main streets. Destinations are usually written on the bus windshield. Look for signs which indicate, "La Linea."
It only cost me ten pesos by bus. A significant difference in price compared $5.00 (and many times more $$) by Taxi Libre or other taxi services. As soon as I crossed the border, I was met with a lot of taxi drivers leaning against their vehicles, while hawking their "cheap" fares to downtown prices to downtown T.J. There's not one taxi driver in Tijuana anywhere who's going to admit that getting a bus to and from the border is much, much cheaper. If only I had known this a few years ago.

Or simply use Uber. From Pedwest to the Zona it's only 3 dollars or you can walk to the Hong Kong Limo stand by the Casa De Cambio and get a ride for free to Hong Kong.
