I use a lot of ATMs in Tijuana. The one on the southeast corner of Constitution and 4th (Banamex) does not charge a fee. My account is with West Fargo (the Bank). Unfortunately they often seem to not been able to access my account. The bank next door (Bancomer) always gives me money, but charges $1.50 fee.
IMHO, getting money from an ATM in TJ is better than changing at the border. The exchange rate is better and if you find an ATM without a fee, even changing small amounts is worthwhile.

Actually, I find consistently good rates at the place across from Jack-in-the-Box in San Ysidro, near the trolley station.

My credit union does not charge a fee when I use BANAMEX atm's. All other ATMs generate a 1 dollar fee. You are better off doing it this way, rather than using exchange houses.

Banorte across from Plaza Rio on the main strip (across from the movie theaters) has a fee but also offers U.S. dollars from the ATM. They seem to offer one of the highest exchange rates at all times. Just beware of the door leading into the ATM. Don't let it close completely behind you (during non business hours) if there is no one outside with a card to let you out. Damn thing has locked on me twice.

That happened to me and my (then) novia once at an ATM in centro. There were people out there who tried to let us out. We were trapped for a half-hour.

The ATM at the Rio Rita hotel on revolution will give you a choice of Dollars or Pesos. The ATM is on the ground floor just off the street before going up to the hotel lobby.

Also the ATM in the bus station on Revo. The one at Rio Ritas is the closest to the zona, but it frequently runs out of dollars, or at least it used to.

I don't know if there are any Banorte's in TJ or not, but ALL of the Banorte atm's in NE Mexico always give the option of getting dollars. There are TONS of them here.
I see someone mentioned there is one in TJ.

I think there is one by Madonas, but I believe the dollars option is only for holders of Mexican accounts.

I just opened a new account with Washington Mutual, and discovered the fuckers charge me 3 dollars every time I use my ATM card in TJ. My credit union charges me nothing...

Using B of A on this side, the Banamex machines cost me a flat $1.50. Just use pesos. If you have some left over, so what. It's not like you aren't going back down there. And when you use pesos, the scammers can't try to round your change off at 8 or 9 to 1 when the real rate is 10 to 1. With dollars, almost everything costs you 5% to 20% more because of the conversion games.

I don't remember seeing any ATM's in TJ that were anywhere near a tourist area that did not have instructions in both languages, do you?

Thanks for the Atm updates guys.
Just to let you know and you probably do know the dollar is killing the peso right now.
Normaly you would pay an extra 5 or 10 percent sometimes 20 if using dollars as mentioned above.
Now using dollars has been beneficial for me.
At Carls Jr the other day I bought my novia a meal and it was 56 pesos when they saw me pull out the dollars they recalculated it and said or Cinco Dollars
At the Cine I have been getting even better deals using dollars over pesos. I get a much better conversion rate over the Cambio Kiosks.
Not sure what they do in the zona for conversions ???

Oxxo markets always have a great rate, and it is better to pay there in US money. EVERY ATM machine I have ever used in Mexico has instructions in English pop up when I am using an American ATM card. When using my Mexican card, sometimes they stay monolingual.

Driving into town there is a convienent joint on the right side at the corner 1 block before Revo. Little carport to pull into & easy quick exit. Rate is always (tied for) the best in town. It`s been the best for me of late. Willing to give 100 X 100 peso bills & 100 X 50 peso bills. Hardly any other joint will do that. Rate was 10.85 over the weekend. Others 10.82 or 10.80. The one near Adelita's corner is usually 1 number lower. O.K. for small amonts of exchange.
