Im sure many others will respond, but let me say a few things. If you want a classy Hotel; it is not going to be in the Zona Norte (where the action is.) I would recomend Hotel Lucerna or Pueblo Amigo- both have your requests; and for $5.00 cab fare- in 10 mins your at the AB/CC or other Hot-Spot bars down there. Hotel America has worked well for CityOG and myself in the past. It's nice enough AND they appreciate tourists bringing their "dates" back to the room. It's on 4th, about a block and a half below Rev.

Getting a room above AB is a GOOD move for someone on their first trip.

XB, when will you be in town? I second all the foregoing except to say that there are other options. You can call out for a girl. Get hooked up with some numbers before you hit town.

I would suggest Puebla Amigo hotel. It's a sure bet for decent service and a clean room. Rates are very reasonable and it's a $5.00 cab ride to the Zona (which is where you want to be if you want to get a feel for what all the excitement is about). They will let you cross state side with a DL and BC but you will most likely get a stern warning to bring your passport or a passport card next time.

IMO, invest in a passport card(might as well get your passport at the same time). the passport card is the same size as you DL. Why deal with the hassle and bringing attention to yourself by using a DL and BC.

Haven't been to Mex since 2009. But I loved that passport card. Fits right in with DL, credit cards. At the time it was an extra $25. Good to have for the regular border crosser. It also came in a protective sleeve to keep people from getting info on it, however they do that.

And just to show how many people are crossing out of compliance with the passport rules, the Port of Entry in Otay Mesa has now created "ready" lanes to the far left for drivers who are in compliance. Unlike Sentri, you will still have to deal with Customs, but the idea is these reserved lanes for crossers with passports or passport cards will go much faster as apparently, most crossers don't qualify to be in them. I usually cross north through Otay but haven't had this experience yet. Last time I crossed at San Ysidro and the customs guy said no ready lanes yet in SY, but there will be down the line.

Basically it looks like the border authorities have given up on the idea of enforcing the passport requirement. That's called "prosecutorial discretion". I mean what can they do? They obviously can't prevent U.S. citizens and legal residents from returning to their homes, and the federal prosecutors don't feel like prosecuting hundreds of thousands of violators for this relatively minor infraction. Probably a little more serious about it at less chaotic ports of entry.

They can't charge you with a crime, so there's no threat of that. I suppose they could try and make your life difficult by taking up time, but that's about it.

I would not be surprised to see the feds impose a fine or issue a citation that they can justify by claiming the significant burden on customs to determine the eligibility of individuals to enter the U.S. if contrary to law, they have failed to present documentary proof to customs agents of their eligibility.

Clearly the Obama administration has shown sensitivity to fears shouted at them from border communities on both sides that passport requirements would have severe negative impact on the border economies. Since the passport requirement has exactly zero impact on illegal immigration, and they still haven't identified a single terrorist entering the U.S. from Mexico (as opposed to Canada), I guess they figure they can just keep it mellow for now.

How can they impose a fine on someone for not having a passport on them? Passport are lost, stolen, destroyed, etc on a daily basis. They're not going to fine everyone who shows up at a consulate or embassy somewhere trying to get a new passport after being mugged or having their bags stolen or whatever, so they can't fine some guy walking back from Mexico who doesn't have his on him.

This could be analogized with local jurisdictions imposing HEFTY fines if you are driving without a license and/or registration which similarly, may have been lost, forgotten or stolen. Probably most jurisdictions give you a period to correct the situation and submit proof that you are duly licensed and registered. If you aren't, you pay the fine. So the feds could do the same or be stricter if they chose to around passport regulations.

If they wanted to attach a fine for noncompliance they could easily do it. It won't happen, seeing as driving has been determined to be only a priveledge, not a right. A US citizen has a right to reenter their own country, passport or not. DHS cannnot deny a citizen reentry, and thus, cannot levy fines for not carry a document which they are not Constitutionally obligated to carry.

It's much like photo IDs and traveling on planes. You technically do not need photo ID to get by TSA. However, without photo ID, they try and make the process as painful as possible. With Immigration and Customs, it would be the same thing. If they wanted to make every American who doesn't have a passport when walking or driving back from Mexico wait for an hour or whatever, just to prove a point, they could. In the end, they have to let them pass anyways, and there are so many who aren't carrying passports that it's not worth it to take a hard line.

I don't get your post - the price of a passport probably SHOULD be $20, but is more like an obscene $120 - did you you forget the "1"?

It is only $20 for the North America passport card which fits into your wallet. It is good only for crossing into the U.S. from Mexico or Canada and only needs to be renewed every 10 years. It was specifically created in connection with the Passport regulations to allow people who don't otherwise travel internationally to travel freely to Mexico and Canada. How could you not know this RJ? You been in a coma for the last few years?
