Recommend the Hotel California near the river (317 Sisowath Quay). The contact info is in the Lonely Planet book. Good value, rooms are nice, staff is friendly, and no problem with bringing back guests. I had the river front room for $20, including breakfast. I understand the other rooms are larger.

Actually, I always thought it was called the California II. That's what the sign out front says. Turns out that's the name of the cafe -- same place. Check out http://www.cafecaliforniaphnompenh.com/ for details.
The owner is a laid back Calaforian surfer dude who's really into off-road bikes. Great guy to hang out with.

If your looking for a good place to monger any were in Cambodia then always ask the manager owner and even security guard in the the Hotel your staying in, they are a great source of information.
At one Hotel in PP the owner even took me to his local khmer upmarket place, it cost me more than a locals brothel but had very attractive woman.
