The following TripReport snippet is taken from 2003/12 Merlin - Spending the Holidays In Cambodia
PP TO SIHANOUKVILLE (SNOOKYVILLE).
The Road Trip from PP to Sihanoukville (SV) wasn’t as bad as the trip from SR to PP, it took about 3 hours on nice roads. There were still half-crazed drivers and a bunch of obstacles, but the scenery was good and it went by very quickly.
SV is actually a smallish beachtown with limited access by road or by sea. It’s still run down and there are no street lights at night, so it’s a bit dangerous to walk around due to traffic and obstacles after dark. The darkened streets also means being more alert for muggings I suppose, which is what I’ve been hearing happened a few times.
There are a couple of decent foreigner hangouts to grab some beers and to gather intel like the Fishermen’s den (no girls) and Angkor Arms restaurant. A bunch of Euro expats (some w/ grizzled tattoo looks) mixed in with some tourists. Decent food, but no girls. At Angkor Arms, the service was lousy, but the food is on par with any western food joint. Both these places are owned by Aussies I believe.
The first thing you notice about SV is the wide open and relaxed p4p scene here. The girls actually sit outside of their respective houses on plastic chairs and actually wave at you as you pass or run up to your car. Absolutely no fear of the police here. There appears to be 3 or 4 main areas for p4p, described as follows:

For cheap bastards like myself you can take the bus from Phnom Penh to Sihanoukville and back. Tickets are $3 each way. In Phnom Penh the busses arrive and leave from the central market and in Sihanoukville the bus station is downtown. Ask your motodop or taxi driver where. The bus was reasonably OK. Not as nice as the busses in Thailand but not full of chickens and livestock either. It was airconditioned, the seats were OK but leg room was Khmer sized, not 6' American sized. It was a little cramped. Seating is assigned. The engine was a little bit noisy as well but otherwise the bus was more or less up to western standards. The road is actually pretty good. Much better than I expected. Two lane paved highway most of the way. Total trip time was about 3 1/2 hours I believe. Halfway there the bus stops at a rest stop that is very third world. There are open air food stands with food that is quite probably not up to western food safety standards. Probably not safe to eat there. I had a delightful meal of "something" for 1000 Rial. (50 cents) The woman at the food stand could not even quote a price in English numbers so we closed the deal by pointing and holding up fingers to indicate pricing. I only rode from Sihanoukville to Phnom Penh, not the other way around. Be prepared for a rather intense reception in Phnom Penh. The bus pulls up to it's stop in the central market and about 50 motodop drivers rush the door of the bus very aggressively vying for customers who need a ride. It's a mad house scene with them shoving and pushing each other to crowd around be closest to the door. You have to wade through this huge aggressive mob to get off the bus. I had called ahead and had a motodop already lined up to meet me and he was at the back of the mob holding up a sign with my name. I clearly pointed to him as I was exiting the bus and the rest of the mob left me alone. I should have took a picture of that scene on arrival. It was funny as hell.

Bridges have been built between Koh Kong and sihanouville, so you can now take a trip from KK to PP without any stopping to get on an oil can made up ferry.
