Think you just need to add the 011 to the front of the number.

Oh, you may want to try getting rid of the 0 in front of the 9 as well.
Maybe something like 011 63 92153xxxxx

Losing the zero is necessary for calls to Thailand . Do not know about PI. They have so many prefix numbers. Just try with and without zero. One of them should work.

Are you calling your AC girl from Thailand? I think the 011 is for international calls originating from the USA.
I tried to call my jungle waitress from the states with no success.
I am having the same problem. I thought the numbers didn't make sense, but the sequence somewhat matches the number you are trying.
Does anyone have the breakdown??? such as country code, area code, prefix/exchange, number.
The number she gave me is 092664XXXXX. I don't know if that includes her country code or area code... It seems to have too many numbers.
It doesn't match the sequence of Orchid Inn (+63 (45) 3220370), landline.
I will try losing the 0 before the 9. ( I had to read those posts a few times before it took.)

I have called Philippines cell phones from the US with success using the method I described above, but always using Net2Phone calling cards.
I always dial 011-63-9206XXXXXX
The numbers that start with 92 or 91 are defintely cell phones. I can also text message their phone directly using Yahoo messenger. For that, I don't use the 011, I just use +639206XXXXXX
But to dial on the phone I always use 011 63 9206XXXXXX and that always works for me. So drop the 0 before the 9. I am almost positive that will work. Don't know why though.
