i stayed at the bong sen. bongsenhotel.com
had a junior suite with my friend for $90. one double bed, one twin bed plus a sitting room that was separate but generally worthless. i used it for my changing area. just a couch, no tv.
then when my friend left, i took the deluxe for $70. there are two wings in the hotel. i had a deluxe with a balcony in the front of the hotel on floor 5 in the old wing. you'd be better off with one in the new wing. hotel offered me the new wing but i had to wait for the room. i only had two nights left so no big deal. i was told the deluxe in the new wing are a bit bigger also, plus renovated. and same price.
i didn't find the noise from the street to be a problem. dong khoi is quiet relative to nguyen hue or the street along the saigon river. a number of the deluxe rooms are on the backside so you could try for those (our suite was on the back and never heard a thing).
breakfast buffet included in room. decent offerings. cook to order eggs. free wireless internet in the room. has business center if you don't have computer. rate for the net was reasonable but can't remember what it was.
guests allowed in room until 10pm but need to leave id card at the front desk.
thought the location was fantastic.
