Anyone would like to recommend a small but nice and comfortable Hotel / Inn in Chiang Rai City or Vicinity as I am going with GF for a couple of nights soon.

My preference is for nice new rooms rather than old.

If its near the river or near Mai Sai, it's also worth considering for me.

Not sure it's exactly what you are looking for. I stayed at Wang Come Hotel. http://www.wangcome.com It was trying to be quite fancy and upscale but was a little older. Like trying to be 4 star but missed a few things here and there. It is a block from the western orientated entertainment district (such as it is) so the location is good. Near the bus station, market and bars. They have shuttles meet each flight at the airport. Breakfast buffet. bla bla bla. I would stay there again. It's probably cheaper by voucher from asiarooms or some other hotel room booking website than if you make a reservation direct.
