According to Wikipedia, South East Asian Air is planning major expansion to International Service at Clark.

South East Asian Airlines (International) Bangkok [begins August 2009], Hong Kong [begins August 2009], Kaohsiung [begins September 2009], Macau [begins April 2009], Seoul-Incheon [begins September 2009], Singapore [begins April 2009] [31]

Other airlines expanding service at the airport include:

Spirit of Manila Airlines Macau [begins March 2], Taipei-Taoyuan [begins March 3]

Hong Kong Express Airways Hong Kong (begins March 15)

Zest Airways Caticlan [begins February 25]
