Prostitution is legal in Panama, but the girl needs to be licensed and have regular medical checks. Alec is right about the SG situation. In addition, about 2-3 years ago, a bunch of tourists started getting drugged and robbed by SG's. Made a big splash in the papers and local TV stations were having a field day every time it happened. Made it look like an "outta control" situation.

Wanted to note that I was in Panama City last week and the SG action was pretty decent down the street from Manolos Rest by Venetos.
