Most of these hotels should meet your minimum standards for a one or two week (budget wise) stay in Panama. These hotels are centrally located within PC. Most are in the Caledonia area, some on Via Espania, and Milan is one block in from Via Espania near Hotel El Panama and Oasis and Life Girls massage parlors.
Also, basic rooms at these hotels are typically $20 to $25 a night. These hotels typically have larger rooms with a larger bed or two beds, or rooms with regrigerators and even microwave for $5-10 more per night.
All these hotels have daily maid service, most have physical security ranging from armed guards to security safety boxes, most have restaurants and bars, all rooms come with color TV w/remote, air conditioning, private bathroom with hot water shower, closet or wall mounted rack for hanging clothes, dresser with end tables. Beds range from a stuffed matress on a wooden platform to US quality matress with box springs. Some of these hotels may offer other special deals and incentives, such as: Hotel Marparaiso gives free rides to and from Tocumen airport. Savings is $40 assuming you tip the driver $5 each way. Also, many of these hotels have free X-rated TV...if you need that to get you into a romantic mood. Some hotels give you a free drink ticket for their bar and restaurant. Also, Hotel Alcapulco will try to charge you an extra $7 if you walk through the door with a chica if you did not declare when checking in that you want to pay the double occupancy rate of $2 extra per night.

Hotel Acapulco 011-507-225-3832 (Make sure to pre-pay double occupancy if you plan to take chicas to your room). Room size is okay, beds are comfortable. Higher floors get you away from street noise. Restaurant is great! Good quality meals at half what you would have to pay in the states. Good SG action in the area.
Hotel Andino 011-507-225-1162 or 0702. Rooms are very large. Good if you want space...bad if you want good a/c due to window a/c. Large bathroom and hot shower. Beds are comfortable. A discrete hotel on dead end...rooms are quiet. Good SG action in the area. 1/2 block from Via Espania where it becomes Central Ave. Pharmacy around the coner for vitamin V and condoms/KY, etc.
Hotel Arenteiro 011-507-227-5883. Very cheap hotel at $16 - $18 night. Comfy bed, hot private shower, but rooms feel like prison cells. Perhaps good for a 3-hour romp with a SG, then back to your regular hotel.
Hotel California 011-507-263-7736 or 8140. This is one of my favorite cheap hotels. Always ask for the largest room available for the price of $25 for one night or $22 for two or more nights...otherwise you may get the room that is half the size of the others. Beds are full-size and comfy. Great daily maid service. Good size bathrooms with hot shower. Armed guard. Security lock box at reception. Good restaurant and bar. Internet access in lobby.
Hotel Costa Azul 011-507-225-4703 or 1267. Around the corner from Hotel California. Smaller hotel on side street so not a lot of street noise. Rooms are average size, windows are small, but a/c was very good and shower was hot.
Hotel Covadonga 011-507-225-5275. Almost identical to Hotel Acapulco. And one block to the east. Also, near identical restaurant to Hotel Acapulco...very good quality eats. Good SG action in area.
Hotel Lisboa 011-507-227-5916, 17, or 19. One of my more favorite hotels. Around the corner from Hotel Acapulco. Rooms are good size. Great ocean view if on higher floors. Also, higher floors get you away from street noise. Bathrooms are a little small, but okay. Best beds of all the hotels listed here...US matress and box spring. No closets, but wall mounted clothes rack and storage area. Also, common to find SGs on the nearest corner.
Hotel Los Arcos 011-507-225-0569, 70, or 71. Very clean. Efficient rooms, but they seem a little small. No security lock box. I noticed that this hotel is commonly used as a short-time place for the corprate guys who routinely do their secretaries after work (5-7PM).
Hotel Marparaiso 011-507-227-6767. Free X-rated TV. Free ride to/from airport. On side street...quieter. One block away from Hawaii Club massage parlor. Bathrooms are small, but okay. Room was okay. Bed is okay. I thought I was supposed to get a refrigerator in my room, but didn't. I didn't say anything because I stayed only one night to get the free airport ride. Free internet access in lobby. Restaurant and bar.
Hotel Milan 011-507-263-6130. I have not stayed at this place, but friends say they like it. Rooms come with refrigerator and microwave, but I think the room cost is $38 per night. One buddy told me that everything is fine with the hotel except the pillows were like rocks. They have a restaurant.
Final note - If you plan to shag a variety of chicas one day to the next, consider changing hotels every or every other day. Although these hotels are chica friendly, hotel staff members have varying morality threshholds. Consider renting one hotel room just to sleep and maintain a reputable appearance and take chicas to the other hotel rooms for 3-4 hour short-times at avergae cost of $10-$12 per pop. If you move around it is not so evident that you are there to monger.
