I don't know what this guy's motives are:
1). Bible thumping to gain the religious right vote?

3). Legitimate bust to ensure MP's & worker's paperwork is in order meeting medical reqts?
4). Digging for dirt on political rivals?

STORY: Bosco Bobbles Bodacious Bimbos - Busted Banger Book Blunder

By Telemetro Reporta - Panama City Mayor Bosco Vallarino made a surprise statement today. He said it was a \"mistake\" to have talked about a lists of clients seized during raids of a massage parlors fronting for brothels. According to Vallarino, it would not be good for the country to publicly divulge the names of the customers of these places. Vallarino said some people have called to avoid being exposed, but while he said he would not reveal the names of these customers, he would continue the operations against these kinds of extablishments. Editor's Comment: Allow me to translate this for you. When they got their hands on this famous \"book\" of customers, they probably immediately spotted and recognized the names of several important political rivals in the PRD. With mouth watering at the possibilities, Bosco immediately said they would make those names public, and that they would even go so far as to call and notify the wives of the men who were banging the hookers in the whorehouses of Panama City. A couple of days later Bosco said he would turn that list over to the President of Panama Ricardo Martinelli for him to do with as he sees fit. Whoops! Now, there's a problem. Can you go after one person because of their political affiliation but not another? What happens if you open up some kind of a legal action? The defense lawyer for the person who is accused (of whatever) could immediately request a copy of the entire list. And, what's good for the goose is good for the gander, right? So, in effect this kind of information is practically unusable, at least in a public seting. I imagine that before too long someone will leak this information to the press, and we will all get to see the list of the horny dudes anyway. In the meantime, yes, this was a political blunder on Bosco's part, made worse by the \"I'm going to drop it on Martinelli\" comment. And if you'll notice there was also another raid later in the week, but with much less intensity that the first two (mostly just health officials). The jet set Elegance center was less than 100 meters from Ricardo Martinelli's house. Man, these guys just can't find a good place to knock boots...

What is Bosco's problem? He should focus on going after real, actual criminals and crime, go after the many crooked cab drivers, maybe find a decent public transportation system, and quit picking on girls.

I could´nt agree with you more... I happen to know some of the masseuses that Bosco is hunting down. Frankly I hate to see the Johns having fly to Las Vegas instead of spending their money right here in Panama for their innocent little sexcapades. Its a-bad-for-business decision. Does´nt that fatso have anything better to do that going after poor working girls, his political opponents and tourists, when there are so many real problems to solve in Panama City?

By Carlos A. Rodríguez for La Critica - More than a dozen foreign nationals were detained by officials from the Ministry of Health while at work on a Night Club without proper health permits. The nightclub is located in the Centro Comercial El Dorado in Bethania. The action occurred on Wednesday in the evening, amid an inspection of commercial premises, headed by Health Minister Flanklin Vergara. According to the official, the operation is to prevent sexual diseases. (See Comments)

Editor's Comment: Interesting. This was a raid on the Club Miami in El Dorado. But interestingly enough this time the Mayor of Panama City Bosco Vallarino was not involved in the raid. There were no police or anyone from Immigration either - just health officials - so this one was different. Anyway, they are still keeping the pressure on the hooker business in Panama.

Its a shame that they are giving Club Miami a hard time. I guess it is an easy target. The girls in there are the cleanest, most well behaved and least trouble for tourist out of all the clubs in Panama City ! If the Goverment is really bothered about health and safety tthey would be better off spending their time filling in huge pot-holes in side-walks and roads and cutting off dangerous pieces of random iron and wood that stick out of the ground or from walls next to main side-walks. Not to mention of course the dangers of the Diablo Rojos ! Yeah...please leave our beautiful girls alone and concentrate on fixing the real dangers in the city!

OH NO!!! Detaining girls that didn't go to the health clinic this week and waiting for someone to show up with a bribe is news worthy for the La Critica now. If they don't go in and detain people every now and then how are they going to supplement their income? Trust me Don the health dept. had officers with them. They are too scared to go anywhere without them.

I wish someone would do something about the new bar in our area. It is open all night and the ¨ladies¨ start arriving about 4:30 AM--some with their ¨johns¨ but most by taxi. The police seem to drive by every couple hours. Some times they stop and check a few papers, or try to talk a drunk out of driving. I´m not sure what all goes on in the bar but the music is so loud the vibrations can be felt in our building a block away. I am awake about every 2 hours and have a good view of the street along side the bar. Lots of taxi traffic and lots of police trucks. I have yet to see them haul any one away.

Don, you need to write an article detailing the huge economic benefit Panama gets from the Colombian girls. It is more than most people think and based on what the current government is doing, it appears they don't have a clue. Here are my comments on your article last week "Run-its the Pussy Patrol": "Great article. Now there needs to be a follow up one titled: "Killing the Golden Goose" reminding the powers that be of the millions of dollars in foreign direct investment that the Colombiana working girls are responsible for being pumped into the economy here. How do you say? Many of those Gringos who travel here for the hookers also do lots of business here. They buy a lot of real estate, invest in businesses, set up bank accounts, hire attorneys and other professionals, shop in the stores, rent hotel rooms, rent cars, etc. A huge number make the decision to invest in Panama because of all the hot Colombianas here. If the current government insists on getting rid of the Colombianas the country will pay a huge price in the form or reduced foreign investment. It is that simple. Panama is virutally the only place that offers the Gringo businessman/investor the package of business and pleasure in this combination. What's more, now that Panama is being hit by the economic downturn who do you think is still coming here to spend money? These same guys. I know many of them and all off them told me they made the decision to invest in Panama because of all the girls and that they would not come here and invest if the girls were not here. The current government needs to understand this. They should support the working girls rather than hassle them, detain them, allow the police to rape and rob them (yes, this does happen often), and generally treat them as if they have no human rights whatsoever. I've always complained that Panama never regulates standards to protect customers except, in cases like this where it comes to their own twig & berries. When wedding tackle or the family jewels are at stake...then they suddenly get serious.

Prostitution is legal in Panama as long as the business establishment is licensed by the government. The sex technicians (a.k.a. whores) must also be licensed and routinely screened to ensure that they do not spread communicable diseases.

I think Panama (in past) has taken very pragmatic steps to recognize that the world's oldest profession will never go away. If they make it illegal, it will go underground where it will operate unchecked and become unsafe. If they legalize and regulate prostitution, then they can help ensure medical safety standards are enforced while ensuring a safer outlet for most men who need this vice to ensure that their pistons are firing normally.

From this story it seems that foreign sex workers (possibly from Colombia, Dominican Republic, Costa Rica, etc.) were working in Miami Club without the proper documents and licenses. If they don't have their documents, then clearly they are not being medically regulated. Therefore, it sounds like Panama took the appropriate steps to make sure that the customers (and some of the raiding team...later when they get off shift) are being safeguarded.

So, did quality control up-tick a little in Panama, or was there another motive? I hope it was for quality control...I hate witch hunts or petty excuses to pander money from working girls.

To the lady who was bothered by the noise...buy a couple of box window/floor fans...run them all the time and you will notice the white noise (that your brain automatically shuts-off) drowns-out diablo rojo street traffic, club music and the ever annoying nocturnal slaps, tickles and giggles.

A Hooker Busting Weekend in Panama

By DON WINNER for Panama-Guide.com - And a good time was had by all - another transvestite of justice in Panama. Over the weekend officials from the municipal government of Panama City, together with the Mayor of Panama City Bosco Vallarino, as well as law enforcement officers from several institutions and agencies, working together with prosecutors from the Public Ministry, social and health workers, raided two of the most famous whore houses in Panama City. The first was the \"jet set Elegancia International\" which was operating from House #51 in the exclusive Coco del Mar neighborhood of Panama City. Regular readers will remember these guys - the authorities turned up the heat on them back in 2007, and they apparently moved from Obarrio to Coco del Mar. Authorities arrested nine prostitutes from Colombia, four from Brazil, and a handful of Panamanian women who were working there. Mayor Bosco Vallarino said \"we found a list of clients which contains the names of members of the Partido Revolucionario Democratico PRD political party, as well as businessmen.\" They also found cocaine and other drugs and loads of other information and paraphernalia indicating the house was being used for (gasp!) prostitution. The political rumor mill had a field day this weekend with \"spaculation\" over who's names might be on that list. In one comment Bosco said they would be making telephone calls to the wives of those whose names were on the list to let them know they were using the services of the prostitutes (whoops!) and that all of the women would be tested for HIV. Everyone was led away in handcuffs. Then the next night they raided the \"Royal Elegance Center\" on Via Porras, another fine institution of getting your pipes cleaned, except with ugly fat chicks and lower prices. This is the place also known as \"the tire shop\" - they literally have a little innocent looking tire repair place as a \"front\" - and if you drive around to the back then there's the whore house, complete with bar, bedrooms, jacuzzi, the works. From the street you can drive by it a thousand times and never know it's there. The customers like it because they have a parking lot in the back where you can park your car in broad daylight and no one can see who's there from the street. Err, wait, that's what my friends tell me... Anyway, again they found the industrial sized boxes of condoms, KY lube, all kinds of sex toys, piles of money, computers and information, passports for the hookers, as well as a boatload of illegal foreign prostitutes. And again, according to Bosco Vallarino, two of the women who were working there are now cooperating with authorities, and they even published the price lists on television - a quickie is $60 bucks, half for the house and half for the hooker. For an hour or more it was $100 bucks, $60 for the house and $40 fo' da; ho'. Then I also received email this morning from a friend who says authorities also raided the famous hangouts for \"soft\" prostitutes, meaning those who turn tricks for a living but who are not in the country on an official \"alternadora\" visas - places like Via Veneto, La Bodeguita, and other massage parlors. Rumor is they busted about 120 hookers all told, which probably means more like 30 in reality. Anyway, Bosco has a hard-on for the prostitutes --- hey, that didn't come out right, but you know what I mean. Don't miss the special report tomorrow night at 9:00 pm on TVN Channel 2. I was interviewed for their special piece on prostitution in Panama because there are a lot of gringos who come down to Panama just to bang the hookers. Anyway, now would not be a good time to partake, unless you want to make the newsreels.

Here's another story where an Austin Texas police Lieutenant was denied a promotion because Internal Affairs somehow learned he went to a massage parlor in Panama.

This is very good reason why many of us must remain anonymous.

Poor bastard. He tried to say he went to a MP in Panama and didn't pay to have sex.

Panama NewsBy Tony Plohetski for the Statesman - Officials have scheduled an appeal hearing to begin next week for an Austin police lieutenant who was denied a promotion to commander amid allegations that he hired a prostitute during a vacation abroad more than a year ago. The allegations against Lt. Wayne Demoss led to an investigation but no discipline against him. The hearing is scheduled before hearings examiner Norman Bennett for Tuesday and Wednesday at the Austin Learning and Research Center near Austin-Bergstrom International Airport. Bennett will determine if Police Chief Art Acevedo had a valid reason to withhold Demoss’ promotion. Such actions are rare for Austin police officers. Internal affairs detectives investigated Demoss after they received information that Demoss visited a “house of prostitution” during a trip to Panama, where prostitution is legal. According to records, Demoss told them that he had gone there, but had not paid for sex. (Editor's Comment: OK, are they refusing to promote this guy because he visited a massage parlor, or because he couldn't get laid in a whorehouse?)
